Legend says that long ago, the four dragons Dragonair, Goodra, Kingdra and Dragalge ruled under the respectable Emperor. The Emperor loved watching the people below, he sent rain every day to help them grow their crops. The people rejoiced and it was the dragons' job to watch over them as they farmed and fished. The dragons enjoyed their work very much and began to grow closer to the people of Shui City.

One day, the Emperor married a Fairy Queen and things took a turn for the worse. The Fairy Queen was jealous of the time that the Emperor gave to Shui City. She placed him under her spell and he forgot to send rain to the people below. Eventually, Shui City became a dry and desolate place. The people prayed and called for the rain, but the Emperor could not hear them while he was under the Fairy Queen's spell. The four dragons heard the cries and pleas every day and eventually approached the Emperor.

Dragonair was the first to speak. "Your majesty, your people's crops are dying. We have come to beg you to send rain to them!" The Emperor nodded, waving his hand to dismiss the dragons. "Very well, I shall send rain soon." And with that, the dragons returned to their duties of watching over the city.

Fourteen moons had passed and there was no rain. Shui City was now nothing more than a wasteland of dust. There was no more grass, only cracked clay. The Emperor still did nothing, and the dragons decided it was their responsibility to make things up for the people. Kingdra had came up with an idea to take water from the ocean and spray it over the town. But Goodra was hesitant. "Emperor will punish us when he finds out what we have done." He warned Kingdra. But Kingdra didn't care. "If it will bring the joy back to the people, then it must be done." She replied.

The four dragons brought water back to the city, saving them from starvation. However, once Emperor caught wind of what had happened he was furious. He imprisoned all four of the dragons inside a large mountain that stood beside the city. The four dragons, Dragonair, Goodra, Kingdra and Dragalge, took it upon themselves to continue their duties. The four transformed themselves into four rivers that spread throughout the city, bringing back the joy and happiness to the people.

When the Fairy Queen's spell had passed, the Emperor was saddened by what had happened. From that day onward, the four rivers were kept under his protection. The town was built upon those rivers and statues were placed in honor and memory of the four dragons.
The Fairy Queen's beauty was like that of the wild roses that grew down by the river bank. When her Spell was broken she was upset and just as before her husbands eyes turned from her and back to Shui. Ignored by her husband the Queen would venture out and see just what it was that the King saw in Shui, was she not beautiful enough? On one of her secret outings a young man of the city instantly fell in love with her giving her all the attention she desired. Their love affair lasted for three days. On the first day he visited her in the palace, a bold move to see how the King cared for his Queen. On the second day he brought her a single red rose and asked for her to meet him where the wild roses grow. On the third day he took her down to the river where he killed her.

Waiting till her back was turned he took a rock in his hand whispering "All beauty must die" and with one swift blow, he killed her instantly. Placing a rose between her teeth he slid her body down into the river where she was washed away never to curse Shui again.

Rose Day is honored in Shui by tossing red flower petals into the rivers to send the Fairy Queen off so she may not come back and curse the land.
Wrought with guilt over the Queen's death by the hands of the people Dragalge's tears fell into the river causing it to rise and flood the city till the people felt remorse for their actions. To this day shortly after Rose Day the waters of Shui will rise up to the flood line. Some say Dragalge still feels sorrow for the Queen, others say it's to remind the people not to get so greedy and take matters into their own hands.
There is a small pool of water that constantly bubbles making it feel like you're being covered in 10,000 kisses at once. This used to be where the Fairy Queen bathed when the King was too busy with Shui.
Fairy types are considered Taboo and Banished from the City. Only a select few Fairy Types are allowed to exist in Shui and they are owned by the Royal family and a few residence whom the Fairy Queen gifted.
Dragons are known as Dergan or Dergans in Shui. No one quite knows the reason behind it but they've been called that since the first King and it's one of the few city slang that sets it apart.
There are no blond children ever born in Shui. The Queen never bore a child and blond was her hair color. Some just think of it a fluke of nature, others say its so the King wouldn't be reminded of his Queen and some say blonds are a bad omen just like the Queen.

A city that seems lost in time Shui is truly one of Nue's greatest treasures. A place of pagodas, dragons, kimonos and modern technology that come together in a marveling floating city. Yes, you read that right, a floating city. With the four rivers that run through it the rains and snows bring about floods and high waters. Most of the houses, shops and businesses are all built up on pontoon floats allowing the city to rise and fall with the river flows and connecting sides by wooden bridges. Others are placed upon stilts out of the waters or further out on higher land.

The preserved culture and grace of the city resisting to the changing of time and simply adapting what they needed into it. Generators, power, modern medicine can all be found within the antique walls despite the looks of it being several decades behind the rest of the world.
Shui's people are soft spoken, friendly and hard workers. The women taking care of the house, family, food and finances while the men toil away at the fields or work in one of the various trades passed down through the generations. It's a battle between traditional and modern mechanics as the younger generations adapt to the flow of the outside timeline, while those of the older generation are set in their ways or are too marveled by the convenience of today's technology and fearful of the past. Having too easy of a life can lead one into ruin. At least that is what the people of Shui believe and they do not wish to invoke another great flood upon them.

The entire city exists amongst four rivers, all of which are fed from the same source which mean land is scarce and those that do have it around their homes are indeed lucky. Roads are replaced with waterways and boating, planking or bridges are how one navigates across the city. It's not uncommon to see ferryman traversing the city's wet sidewalks looking to shuttle anyone about.
The beauty that has been preserved here is unmatched anywhere. Water lilies, weeping blooms, cattails, wild roses and resilient trees have turned the once muddy and stony shores and foundations into a lush garden with buoyant homes that reflect the art and wonder of the city. Delicate windows, water colored screens depicting outside views or moments of the past. Sliding doors that open up to clean veranda's where your feet can hang over and touch the water. Some even having fish or water fowl such as the Queens Swanna come up expecting to be fed. For good luck it is best to feed the Swanna when you see them, for some say one is the Fairy Queen in disguise come back to watch the people and understand why the King chose them over herself.

At night the floating city becomes a realm unto itself. Soft lit lanterns hang from the eves of businesses and shops displaying their name sake or sit on the docks and stairs near the water glowing a shade of the houses preferred color to show where it's safe to step or come up. Romantic and almost secretive it's a sight to be hold and since the evening brings out less activity on the waterways the planks and bridges are settled in place across the main water ways creating a solid street to walk on.
Despite the backwards set up and inconveniences Shui is a thriving city for those who are simply wishing to go back to when things were simpler. The Poke Center here is nothing like others, with it's wooden floors, thin walls, sliding doors and windows with a staff of Kimono clad females and a Doctor on duty. The center is run like a Onsen or the training dojo that reminds you of something straight from the pages or life of Rurouni Kenshin.

Fish and water fowl are a large part of the cities diet, with mush rooms, flowers and plants that aren't normally served elsewhere. It's common to see children chewing on leaves of the mint bushes or for a sushi lunch to be wrapped in a partially steamed leaf instead of seaweed.
The Palace sits near the source of the rivers, practically an island unto itself. It does not float like the rest of the city but is instead sits upon stone that is level with the waterline and surrounded by high walls, both for protection and flooding. Mirror Palace is the name given due to the still waters that surround it to the point the Palace is reflects into it like a mirror. Sweeping golden roofs peak out from behind the painted walls as the upper edge can been see lined with trees that grow along the inside. Viewing towers sit at each corner for both guard and recreation but the real wonder is what lies inside. Home to the royal family and court officials the gates are only open during business hours and special occasions. The tours that are taken within the walls are limited to certain areas, for privacy and security measures.

When the people aren't working there is much leisure and rest, the tranquility and elegant artistic life like that of a painting. Gardening, singing, music lessons, meditation, cooking, sewing, flower arranging and plays are very much apart of Shui's core. Women dressed up in their Kimonos or quipaos/cheongsam's of handmade silk or embroidery are common to see along with men in their dapper suits or matching robes. Off to see a play at the local play house, or dining at one of the fine floating restaurants. Sometimes just out for a boat ride amongst the misty still waters with the glows of the Lumineon fluttering beneath the dark glass. Romance is gentle and private here, a touch on the cheek, the kiss to the back of the hand. A peck on the lips stolen from behind a bouquet, parasol, or fan.

Shui is a place of mild days, wet weekends and mist. Drenched in bouts of heavy fog throughout the year and day as if the world was trying to keep it a secret. Blessed in abundance of mild sunny days and moderate rainfall this mysterious cradle seems to be a world of its own just like its people. The winters are mild giving into some snow fall that will on the rare occasion ice the rivers over. Spring is when the waters will rise and the scent of fresh rain is everywhere making a sweet scent that is a blessing to sleep with. The warmth and heat of Summer make a day in the fields or on the waters sweat worth its weight in gold out of satisfaction. While the Fall turns them into a mysterious colorful canvas. The people however enjoy the beauty that comes with the change of the seasons.

At the smaller end there's a white iron arching bridge over top of the water that's ornate and considered a romantic viewing spot. A much larger one is built over the middle that connects the Eastenders to the Heights and Rail Yard allowing transportation to shuttle back and forth all day.

LLocated in a modest-sized space within the part of Shui that houses mostly the eateries as well as the outdoor market in general, the Tsukishiro Izakaya strives to bring their own special touch to the local cuisine that is normally available within the region. Mostly, people would have to travel far and wide just to get authentic, hand-made, home-cooked meals, and the establishment takes pride in using the best ingredients available; everything is made and assembled by hand using the old-fashioned methods of cooking, and all the ingredients are purchased fresh daily from the nearby market. This gym is located up on the mountain where the four statues honoring the four dragons sit. The four statues are a sign that you're in the right place. They are placed right in front of the entrance, as if they are guarding something inside. If the statues weren't enough, one of the city's main waterfalls sits off to the side of the entrance.

The gym itself is located within the mountain and the challenger is only given a torch to navigate their way through. Even though it looks like a simple maze, there's many traps and challenges awaiting the challenger within.

Tranquil, mysterious, and nestled deep within the forest of beautiful Shui City, lies the grass guardian's enchanted realm, Lothlorien. Lush, green shoots tickle your legs as you wander through the foliage, while a gentle wind carries forth the steady scent of flowers. Sunshine filters down through slowly waving willow leaves, and somewhere, you hear the sound of flowing water. [break]
[break]Upon entering Lothlorien, challengers are greeted by a softly-light corridor carved into the forest itself. With a soft, grassy underfoot and windows adorned by gossamer green curtains, trainers hoping to challenge the gym are led into a glorious forest clearing from which rises a towering tree, its intertwining branches reaching skywards in a truly exquisite blossom. The challenger must now navigate a baffling series of leafy corridors in their quest to reach the flowering bloom. Despite state-of-the-art netting, Linden still insists all who attempt the climb be fitted with safety harnesses while maneuvering the more perilous zones. [break]
