[/b] Lucas looks like he would topple over in a slight breeze. 6'2", slender, with spindly limbs and pianist's fingers . . . pretty much a vaguely more elegant version of a toothpick, though there is quite a deal of lean muscle there that one might not expect. There's a good reason for the "Pretty Boy" moniker: his features are delicate and defined, with pronounced cheekbones, big blue eyes, and a playful sort of smirk. His movements are graceful, if sometimes spontaneous - he has a tendency to pop up out of nowhere.
Like his half-brother, Elliot, he sticks out wherever he goes - only for completely different reasons. Doing the blonde stereotype proud, Lucas seems to walk around in a cloud of cluelessness and good-intentions. He gives off an air of total openness. In perfectly-tailored but simply-styled clothes from designer labels, and sporting a welcoming smile, he looks the picture of the respectable son of an affluent family. Nothing more and nothing less. His typical outfit is a light sweater, jeans or slacks, and sneakers, though during colder months you can bet he'll be sporting a heavy coat and multiple layers of sweaters and hoodies. Extremely neat by nature, Lucas always looks meticulously well-kept, save for his hair, which is always a fashionable level of disheveled, courtesy of frequent tossling by Jerry. Apparently nothing short of industrial-strength hair product can persuade it to look otherwise. He is, probably, among the least-intimidating people you could meet.
Not readily apparently is the glaring red scar on the left side of his torso. Presumably it's a stab wound.

PERSONALITY
[/b]His mother put it this way: "Lucas floats atop a bubble through his own little world." His father reportedly replied with a grin that bubbles were blown to be popped, but we'll get to that later.
Lucas, by default, is light hearted and charming, always ready with a smile, always open for conversation. He considers meeting new people one of the greatest joys in life - so it's a good thing he's quite easy to get along with. He has a good grasp on reading people, and can usually tell how they're really feeling, or if they want his company or not. For the most part he tries to be a friend, but still allow everyone room to breathe. Unless they are close friends, though, in which case he's more than happy to invade their personal space for their own good. And Lucas is a great friend, to both people and Pokemon. He pays attention, and often goes out of his way to do something nice for them. He can be very stubborn though, especially when he's curious about something or if he thinks a friend is in a tight spot.
Personally, few things seem to be capable of getting him down. He's agreeable and self-deprecating, not above poking fun at his own circumstances. On the point of him being a gang leader, especially, he will either mock it or convincingly parody being proud of it. But even though he typically comes off as a bit of an airhead - he has an alive and healthy whimsical side - he's far from a total idiot. A snarkier Lucas comes into play when he feels like he's being taken in, and he's bound to call a person out on a particularly glaring con.
Lucas likes who he is, his general personality, and hates to let on to others that he has had some major dark spots in his recent past that have left him a little paranoid, a little irrational, a little grim. So, he has a tendency to keep secrets, to lie by omission, and play off more forbidding aspects of his character as less than they actually are. Even in dire situations he has trouble letting himself get serious and behave as capably as he really can. Not to say that his sunny persona is an act - it isn't - but when under the gun he has a way of retreating into it and using his own personality as camouflage. Because of this, much of his competence under pressure appears to be completely accidental.
Likes: Cleaning, swimming and running, relaxing at home, spending time with Jerry, trying to play with Guinevere, traveling, attending coordinator contests, hanging out with Elliot, going out at night, fireplaces, exploring the city, anything festive. Dislikes: Visiting his father at work, overly serious situations, psychic pokemon (recently), being alone for long periods.

HISTORY
[/b] It’s safe to assume that Courtwater-Saughtterly would have been the wedding of the century, had it not transpired practically overnight and had both families not had a singular, well-nourished affection for their privacy. This, after all, was not the kind of union that would have passed by so unreported under different circumstances: true love (possibly), opposites attract (definitely), a whirlwind engagement (seemingly) – and to top it all off, it was the historic joining of one of the most well-respected families in Kanto, with one of the wealthiest families in the world.
And it was no mistake that the news broke, weeks after the fact, from the financial desk, where over the course of a few days it sparked a smattering of heated debates over the financial futures of numerous entities, before all seemed to settle and the grand mystery that was Mr. and Mrs. Oliver Courtwater receded back into the depths. The news did not linger, and it was remembered only by those who were directly affected. Just as always, the Courtwaters and the Saughtterlys remained obscured, and protected, by their own wealth and mystique.
Saughtterly was a household name, of course, though heiress Regina’s was not. Benjamin Saughtterly, her father, was the son of Francis Saughtterly, founder of the Saws-Mart and Sawsbuck franchises, and the family empire was still growing and flourishing as the young woman broke the family mold and pursued a career in the Pokemon League. And then there were the Courtwaters, Kalos nobility and with their own royal past, steeped in Kanto history, mainstays on Saffron’s society pages and possessing a vast family fortune and copious real estate – a private island, among others. Just the sort of family who could honestly say that they once owned half the town.
News threatened to break open the financial desk a second time when their son, the future heir to both fortunes, was born in the following years. This time, however, a guttural “Hush,” resounded from on high, and the arrival saw minimal reporting. A curt birth announcement was sent to the appropriate paper. For the most part, the general public took no notice.
Lucas Courtwater’s early life was comparable, but well differentiated, with that of any child born to an affluent family in Saffron City: there was the glamorous Denaway Building penthouse, the doting extended family, the top-shelf private school, and the occasional Courtwater-Saughtterly social event. However, Regina and Oliver’s tendency toward breaking from convention naturally extended into how he was raised. Regina, the eldest of six children, had seen her younger siblings grow up steeped in wealth, and while they were all at heart good people, they were also extremely entitled. So, she took the helm in bringing him up, vowing only half-jokingly that she would ensure that he would be nothing like his father.
She set about averting the sense of entitlement in Lucas, who was already a kind-hearted and complacent child (Regina would boast later that he hardly ever cried as a baby). There were no servants at the penthouse, and only occasionally a driver or security escort. Regina instead taught him all the cooking and cleaning, and spent as much time with him as she could while balancing work. In general, she made sure that Lucas always had the best, but that he did not have everything.
Regina, by that time, worked for the Pokémon League as a Pokémon rights advocate – responsible to seeing that conditions were humane and occasionally investigating instances in which they were not – and when not in school he would often travel with her. (She was the doting parent, despite seeming to judge everyone else, husband included, on a scale of Tolerable to Hellbound.) His father, meanwhile, floated up the ladder at a classy consulting firm and was more or less a loveable nuisance at home.
Guinevere was originally Regina’s Vulpix, from her days as a coordinator, but became the family Pokemon. Sophelia was Lucas' first personal Pokemon, and turned out to be a bit of an obsessive little yandere - quite fond of headbutting - though Lucas insists that she will grow up to be a proper young lady. Eventually.
One departure from average family life was the welcome inclusion of Mr. Courtwater’s illegitimate first son, Elliot Daniels, whose mother went missing when Lucas was about two years old. The older boy made frequent visits to both the Courtwater’s penthouse and country house, with one or more godmothers often in tow, and over the years became Lucas’ idol of sorts. Of course, Lucas didn't understand the depth of the mystery behind Mrs. Daniels’ disappearance until he was much older.
Lucas entered private school the year after Elliot graduated, by which point the older brother's size and general attitude had rendered him a bit of a living legend. Lucas' admiration grew. He was well-liked as well, participating in a number of sports and Pokemon clubs. The first couple years of school were, again, basically average. Then, a number of things happened at once.
Half-way through school Lucas opted into an alternate education program that trained for future Pokemon League jobs. Classes were flexible, and Lucas found himself with a lot of extra time on his hands. Since his parents had taken on heavier workloads after he reached his teens, he spent it exploring the city with friends or hanging out with Elliot - during which time Lucas caught on to the ongoing investigation of Ms. Daniels' disappearance, and how Elliot suspected that the work she was doing as a professional party guest for an exclusive firm may have been connected to the case.
Around the same time, Lucas and his group of friends began frequenting a downtown lounge catering to young trainers and travelers in the city. There, rumors were already swirling about people in the area suddenly leaving town, with little or no explanation, or being approached for too-good-to-be-true jobs - jobs at firms whose services catered to the wealthy and well-resourced, much like the firm Elliot's mother worked for. Lucas eventually made this connection, and on a whim began asking questions and making observations about the new stories that would circulate at the lounge. It soon turned into an amateur team investigation, which only escalated when a frequent customer at the lounge mysteriously left town, leaving nearly all of her belongings at her apartment.
The amature investigation then shifted into a coordinated effort by patrons of the lounge to figure out what was going on, with Lucas at the helm because he already had a start at it. They scoured for the streets for witnesses and clips of information, their numbers growing as the lounge became a hotspot for learning more about Saffron's myriad recent urban legends. While the group began to be known for poking their noses in street affairs, and getting into a number of scrapes along the way, it never took form as a gang until, of all things, Lucas was nominated for Senior Class President at the end of that school year. Whether or not the two were actually connected, or if the campaign (run, before Lucas dropped out of the election, from the lounge) simply drew more business there, thus attracting attention and more members, was difficult to say. Whatever the case was, membership swelled, with both students from Lucas' school and other people from Saffron's street life jumping on board without seemingly knowing the purpose. It was at this point that the police took notice, disquieted by such a large "organization", even though on the surface it appeared largely inactive. It would be about eight months before Saffron PD tracked the gang's origins back to the lounge, but the group would eventually become known to law enforcement as The Campaign.
Over the next two years the gang existed as a smokescreen for Lucas' main little group of vigilantes as they painstakingly began to tie one club or entertainment firm after the other to the "missing" people. Developments came slowly, with months passing between major breaks, and because the people appeared at least to be leaving of their own free will, there were no criminal charges to be brought to the police. However, the more they figured out, and the more they began to piece together that a larger conspiracy was at hand, the more obstacles seemed to appear in their path. The Campaign, despite being virtually invisible on the street, began to become a target for other groups in the city, and Lucas' small group in particular seemed to be the bullseye. Over the years he, out of necessity, became deft at defending himself and discreetly navigating the city.
Meanwhile, he had also moved out of the family's penthouse and into an apartment of his own, both to be closer to classes and to keep his family from detecting the gang activity he had become caught up in. He compartmentalized everything, and for the most part was able to keep both sides of his life from overlapping.
Events began to move quickly in the last six months of the three-year-long investigation. By that point the group had determined that some entity was using local businesses - nightclubs, firms that catered to upscale parties - to both gather (seemingly random) information, and recruit agents, who were then sent out of the city, to rarely return. What little evidence Lucas had seemed to suggest that They were looking for something specific, though what that was remained unclear. And still, Lucas' group continued to be subtly bust systematically pursued throughout their endeavors.
It all came to a head when they pinpointed what appeared to be base of operations. A handful of people they had been keeping tabs on, suspected of being new recruits, were all traced back to a talent firm in downtown Saffron. Lucas took a group there to investigate. Unfortunately, they were expected, and the confrontation that followed Lucas' arrival at the firm would be reported as a gang turf dispute.
A riot occurred, between Lucas' group and the one that ambushed them as they approached the firm. However, no serious injuries were reported, and no arrests made, due to a swift and sudden response by Interpol, who Lucas later learned had set up a taskforce to investigate the possible existence of the very group that he caught on to. Both sides scattered when the Interpol team arrived on scene, and Lucas, found blacked out behind the firm, was the only one Interpol brought in. He claimed to have little memory of what took place before they arrived.
Lucas made a deal with Interpol, then - whatever information he had, and whatever other help he could offer them, in exchange for The Campaign to be untouched by law enforcement for connection to the riot, and an expedited relocation out of Saffron for himself as soon as possible. Both requests were granted, and after month the gang was left temporarily leaderless, and Lucas had a one-way ticket to a semi-secure location in Orre.

Though in possession of clothes matching higher end fashion, left to his own devices he tends to wear more simple outfits, the usual collection of jeans, t-shirts, hoodies and sweater, etc. - though still of high quality. He does always wear long sleeves and pants though; even in the summer he'll stick to long sleeve t-shirts or lighter button downs.
There is a scar from a stab wound on the left side of his torso.
[attr="class","cafappscr"] Friendly, well-meaning and attentive of others' feelings. Lucas has a sense of "do no harm" to rival the Hippocratic Oath. He is an incredibly kind, accepting person - the last thing he would ever want to do is make someone's day worse for having been a part of it. He'll show the same hospitality to a person he just bumped into at a cafe as he would someone he sees every day. The manner and way he presents himself is unobtrusive, likely quick to put people at ease. He's also very empathetic. Lucas is always concerned with others' feelings, and even if he doesn't know how to help, he's always willing to at least listen and be there for someone when they're going through something difficult.
Patient, and extremely slow to anger. As Jerry with quickly attest, Lucas is very, very tolerant. He will put up with a lot before he even begins to show the signs of being annoyed or done with a situation. He will more often than not just sail through whatever you throw at him with a gentle smile or a vaguely baffled look. This does bring with it the risk of becoming a total doormat, however, as sometimes it will get to the point where even as things begin to wear on him, he'll be hesitant to call attention to it. It's very difficult to make him angry. Rule of thumb, if he does get angry, it's probably the righteous kind, and someone probably crossed a very evident line. When he's angry, however, it's a very calm, tranquil kind of anger, and it doesn't last long at all. It's simply too tiring for him to keep up. He won't necessarily just forget the offense, but he doesn't hold a grudge, either. It's a matter of all the passion behind it being gone, and all that's left is the desire to make things right again. His unaggressive nature sometimes makes it difficult for him to commit to what needs to be done, however.
Reserved, and still sometimes cripplingly shy. It's no secret that Lucas functions better in one-on-one situations, or when with a small, tight-knit set of friends. Put him in a group, and he's more likely to take an observing role, responding when addressed or occasionally contributing if he really has something relevant to say. He has to really know what he's going to say and how he wants to say it before he speaks. He's very modest, and will rarely bring attention to himself even where praise is warranted. Quiet tendencies and the odd stutter aside, he is for the most part rather well-adjusted socially. There's no great worry in having conversations with people or going about everyday life. Concerning select topics, though, or when under great stress from another situation, the crippling shyness he possessed as a child sometimes comes out again. Speech peppered with stutters and pauses, a submissive demeanor, the habit of ending most sentences with a question mark - all fair signs that he's fallen out of his element.
Practical and meticulous, possessing ample forethought; calm during stressful situations. Perhaps a behavior instilled in him by his mother, Lucas usually tries to do his best to identify what needs to be done in any given situations and do it, or arrange for it to get done, to the best of his ability. Someone sick? Establish if a doctor is needed, or else get out the blankets, cough drops, and hot tea. Company coming over? Get a room ready for them, figure out what to serve for dinner, figure out everything they would need to be comfortable. And he's very thorough. He will think, or overthink, everything. He's often the one to chime in with a piece of overlooked logic as everyone is scrambling and jumping to conclusions. This is part of what makes him very level-headed during stressful situations. He's simply too busy going over the matter at hand in his head. It's usually not until after the dust has settled that his anxiety begins to kick in.
Altruistic, sometimes overly so; represses and downplays his emotions. Lucas has a propensity for self-sacrifice that sometimes causes him to completely undermine himself. He'll offer others help without considering if he's already overloaded, and then avoid asking for help when he's in need of it. He will make light of things that bother him out of a fear that he's making something out of nothing. He doesn't want to burden anyone. When dealing with something that is personally traumatic, he'll rationalize that other people wouldn't be so sensitive, that others have been through worse or that comparatively he's had a very easy life and that he doesn't have the right to be as upset as he is. This sometimes leads to him holding everything in and letting insecurities fester as he tries to power through it on his own. At the worst times, part of him is truly just afraid of disappointing those close to him with how depressed he feels. All that said, his focus is usually on others rather than himself, and his desire to help and do what he can fortunately does more good for both parties than harm.
Hypersensitive, self-critical and prone to anxiety. Some things just affect Lucas more than they would other people; it's a bit easier for him to be overwhelmed by his environment. While he can typically handle himself well in stressful situations, loud and rowdy crowds, a lot of people talking at once, or being put on the spot regarding personal matters can be difficult for him to handle. It's times like these where he's likely to seem out of his element again, quiet, passive, with a nervous habit of fidgeting with his shirtsleeves or rubbing his face. Usually he just needs a chance to catch his breath and step away from the situation. He feels thing more deeply and on a far more personal level, and events in his life leave a lot more of a mark, even if they may seem trivial to other people. Criticisms and mistakes he makes weigh more on him; it's likely no one judges him more than he judges himself. He works hard to meet the high standards that have been set for him by both himself and his family, and sometimes the pressure catches up.
Loyal and dedicated; he always sees things through to the end. Lucas can be counted on to get things done, to the best of his ability, as quickly as possible, no matter how difficult it gets. Another thing his mother taught him growing up was the importance of hard work, despite and perhaps especially because of his standing in life. So he does his best, always with his friends and family in mind. They're his top priorities - he puts a lot of weight on the importance of having those close bonds, they're still something sacred to him. Hurting and betraying someone close to you or purposefully getting close to someone to manipulate them are among the worst things a person can do in his eyes.
Also he is just a huge, nostalgic, sentimental dork. For Lucas, the thought really does count. Small gestures mean a lot to him. Novelties are a delight. Unique experiences will make his day, maybe his whole week. He loves holidays and all manner of festivities, Christmas and snowy days especially. Stargazing, movie marathons, late night runs to favorite eateries. Despite the allowances his family's wealth gives him, Lucas doesn't need anything flashy to be happy. Quality time with someone he loves is more than enough for him.

But while home life went on in this ideal way, things were more difficult for Lucas out among his peers. While he wasn't frequently bullied, or overtly left out of activities, Lucas was always very reserved and shy, and he couldn't always keep up with the more excited, rowdy children. He struggled to assert himself, so instead of being included in games, he more just followed along and went with the flow. Often one to be found hanging at the back of the crowd, it was only when someone would notice and remember him that they would come up with a part for him in the adventure game or call on him to be part of a team. He had friends, but he never really felt like he was part of a group.
This changed when he met Jeremiah Burton while playing in the park one day. The older boy was just amazing to Lucas - imaginative, energetic, almost magical, even - and more than anything else he seemed to be the friend Lucas met that really understood him. After just one afternoon of play - they were out so long that Regina and some of the other parents had started to look for them - Jerry had developed the knack for knowing how Lucas was feeling without the blond really having to say anything. And even though Jerry was by far the more rambunctious of the pair, he never let Lucas get left behind, and Lucas appreciated and responded to the attentiveness by soon beginning to open up to him much more than he had any of the other children. It was a near instantaneous friendship, an odd partnership, where they balanced each other perfectly. Lucas was the practical one, the softer influence that kept the duo out of trouble more often than not and was always unfailingly kind and patient with Jerry's more passionate personality. Jerry was the driving force that came up with all the schemes and directed the adventures, who always encouraged and watched out for Lucas.
For the next five years or so the pair's childhood was about as ideal as it could be, at least as far as the Courtwaters could see. Unaware of the abuses Jerry faced at home, his time spent at the Denaway penthouse and out about town with Lucas were at least always happy. Celebrating birthdays and holidays, attending events at Lucas' private school, endless imaginative adventures and Disney movie marathons. It was a peaceful, contented life.
Jeremiah Sr. died when the boys were ten, the event proving to be the straw that broke the camel's back when it came to Jared Burton's sanity. Lucas wasn't told the details of what had happened to his best friend right away, only that Jerry was in the hospital, and that Jared had been taken away. The following weeks were confusing, unsettling. Unallowed to see Jerry, Lucas was left mostly in the care of his father or his older half-brother Elliot as his mother was barely home. Instead, Regina was going to bat for Jerry, all her time spent between the hospital, the justice department, and attorneys' offices, representing the child who now had no competent and present relatives to speak for him. As she tried to keep the tragic events from media scrutiny, as well as see Jared properly prosecuted, she soon began to face criticism herself for not having noticed the pattern of abuse Jerry had faced. As the other significant adult figure in his life, and as a law enforcement official in her own right, this was seen as nearly a crucifiable offense by those looking for someone to blame, especially with the mounting likelihood that Jared would be found unfit to stand trial. It was in the face of this glaring fact that she was unable to take immediate custody of Jerry herself, and after his recovery he instead went into the system. Throughout the whole ordeal, he never permitted Lucas to see him. They never said goodbye. Lucas would come to understand all that occurred through listening in on his parents and his father's still-vague explanation to him, though it wouldn't be until he was a few years older that he was told the entire story.
It could be said that the following five years of Lucas' existence were characterized by incompleteness. His life didn't stop because Jerry wasn't there. He continued to attend school, etiquette lesson, piano practice, family events . . . and he did well. Made new friends, like Shane, who would later befriend Jerry as well. But accompanying everything was that unshakeable feeling of just missing Jerry. By the time his mother had been vindicated of any negligence regarding Jerry's care, Jerry had already disappeared from the foster system under the explanation of having become a Pokemon trainer. No one could locate him, and Lucas would sometimes comfort himself with the thought that his friend was out there somewhere, traveling and having adventures that they had often dreamed about. At no time did he ever truly believe it, though. Even with the distance between them, he had a sense of his friend, and the concern he felt often had his mind wandering in speculation, or his eyes scanning crowds for that familiar crop of red. The questions were always there: why hadn't Jerry said anything about what Jared was doing, why hadn't he noticed himself, did Jerry blame him, where was he, why hadn't he said goodbye? And if he was really out there, traveling, why didn't he come home or contact them?
Reunion finally came a couple of months into his freshman year in high school. Taking the long walk back to the Denaway Building, Lucas stopped in a convenience store to get some coffee and warm up, as he often did. Only this time, looking up and scanning the store, it wasn't just strangers he would see, but that familiar face, the auburn hair, the emerald eye looking back at him. Though he was older now, appearance much rougher from the years that would prove to have been filled with struggle, Lucas knew his friend immediately, but before he could react Jerry was pulling him out of the store, leading him off down the sidewalk and through alleyways to an abandoned building, where the redhead was currently living. There it all came out, what Jerry was doing now, how he had been living the last five years, and that he had only just returned to Saffron City only to find that his grandfather was dead - a fact no one had told him all those years earlier. Though Jerry at first resisted Lucas' attempts to try to comfort him and accept him back, Lucas impressed over and over that he had been waiting for him to come home, that he wasn't the one to blame for his circumstances and that Lucas had loved him this whole time and still did. After some tears that were a long time coming, the pair finally went home together, reunited and with a friendship that was only stronger after the long absence.
Their life together resumed essentially without a hitch. For a time, Lucas took on the position of the protector, as Jerry struggled for a while to readjust to a life lived peacefully amongst other people, especially the upper-class set that made up most of Lucas' social circle. But as always, Lucas as patient and understanding, and after all this time practically eager to take care of him. It wasn't long before Jerry had gotten his old spark back, and they went back to how they had always been, with minimal change in how they spent their time. Lucas' school activities, exploring the city, Disney movies, blanket forts and playing in the snow - with the hardship that had endured one could barely blame them for finding refuge in the more youthful and innocent pursuits. With Lucas' shift to a running start program that fast-tracked him to college credit, they got an apartment together closer to the school. Lucas was what Jerry would describe, to Lucas' chagrin, as the wife in the relationship, taking care of the cooking and cleaning and other activities that went into running the household.
Lucas and Jerry had found other friendship and connections in Saffron City's downtown scene, and it wasn't long before they caught on to the slew of urban legends and rumors that permeated there. At a lounge that had become one of their usual hangouts, rumors were swirling about people in the area suddenly leaving town, with little or no explanation, or being approached for too-good-to-be-true jobs - jobs at firms whose services catered to the wealthy and well-resourced, much like the firm Elliot's mother worked for before she went missing back when Lucas was a child. Lucas eventually made this connection, and on a whim began asking questions and making observations about the new stories that would circulate at the lounge. It soon turned into an amateur team investigation, which only escalated when a frequent customer at the lounge mysteriously left town, leaving nearly all of her belongings at her apartment.
The amature investigation then shifted into a coordinated effort by patrons of the lounge to figure out what was going on, with Lucas and Jerry at the helm. While Lucas took care of the investigative aspect, Jerry handled business on the streets. They scoured Saffron for witnesses and clips of information, their numbers growing as the lounge became a hotspot for learning more about Saffron's myriad recent urban legends. While the group began to be known for poking their noses in street affairs, and getting into a number of scrapes along the way, it never took form as a gang until, of all things, Lucas was nominated for Senior Class President at the end of that school year. Whether or not the two were actually connected, or if the campaign (run, before Lucas dropped out of the election, from the lounge) simply drew more business there, thus attracting attention and more members, was difficult to say. Whatever the case was, membership swelled, with both students from Lucas' school and other people from Saffron's street life jumping on board without seemingly knowing the purpose. It was at this point that the police took notice, disquieted by such a large "organization", even though on the surface it appeared largely inactive. It would be about eight months before Saffron PD tracked the gang's origins back to the lounge, but the group would eventually become known to law enforcement as The Campaign - though the campaign for who and what they never quite connected.
Over the next two years the gang, run mostly by Jerry, existed as a smokescreen for Lucas' main little group of investigators as they painstakingly began to tie one club or entertainment firm after the other to the "missing" people. Developments came slowly, with months passing between major breaks, and because the people appeared at least to be leaving of their own free will, there were no criminal charges to be brought to the police. However, the more they figured out, and the more they began to piece together that a larger conspiracy was at hand, the more obstacles seemed to appear in their path. The Campaign, despite being virtually invisible on the street, began to become a target for other groups in the city, and Lucas' small group in particular seemed to be the bullseye. Over the years he, out of necessity and thanks to Jerry who was already well-versed in these fields, became deft at defending himself and discreetly navigating the city.
Events began to move quickly in the last six months of the three-year-long investigation. By that point the group had determined that some entity was using local businesses - nightclubs, firms that catered to upscale parties - to both gather (seemingly random) information, and recruit agents, who were then sent out of the city, to rarely return. What little evidence Lucas had seemed to suggest that They were looking for something specific, though what that was remained unclear. And still, Lucas' group continued to be subtly but systematically pursued throughout their endeavors. The point at which it began to be clear they were in too deep was when a young aspiring member to another gang pinpointed Lucas as a target for her initiation, succeeding in attacking and stabbing him due to his hesitation to fight the younger girl. After a tense meeting with the other gang leader, things almost seemed quiet again, with Lucas in recovery from the wound and possessing a renewed cautiousness.
The quiet didn't last long; the group identified what appeared to be base of operations for the mystery entity they were investigating. A handful of people they had been keeping tabs on, suspected of being new recruits, were all traced back to a talent firm in downtown Saffron. Lucas and Jerry took a group there to investigate. With no intentions of making any moves, it was supposed to be merely a stake-out. Unfortunately, they were expected, and the confrontation that followed Lucas' arrival at the firm would later be reported as a gang turf dispute.
A riot occurred, between Lucas' group and the one that ambushed them as they approached the firm. However, no serious injuries were reported, and no arrests made, due to a swift and sudden response by Interpol, who Lucas and Jerry later learned had set up a taskforce to investigate the possible existence of the very group that he caught on to. Both sides scattered when the Interpol team arrived on scene, and Lucas, found blacked out behind the firm, was the only one Interpol brought in. He claimed to have little memory of what took place before they arrived.
Lucas made a deal with Interpol, then - whatever information he had, and whatever other help he could offer them, in exchange for The Campaign to be untouched by law enforcement for connection to the riot, and an expedited relocation out of Saffron for himself as soon as possible. Both requests were granted.
What Lucas only disclosed to Jerry was the attack in the alley. Jerry's cousin, Jared's daughter, Dorothy Burton, had returned to Saffron recently but no one had been able to locate her for months. The fear had been that she too had been abducted, and the suspicion seem to have been confirmed during the riot, when Lucas saw her being dragged out of the firm and away from the scene. Unable to get Jerry's attention and determined not to let her be taken, Lucas quietly followed, only to find that it was a trap. Dorothy was waiting for him, as well as gang members waiting to jump him, and a nightmarish attack occurred. Another shrouded figure appeared, seeming to affect Lucas' mind as he was held down unable to move, but though the attack seemed endless to Lucas it was cut short by the timely arrival of the Interpol agents. Uncertain of what exactly had been done to him, headaches and disorientation continued as long as he remained in Saffron, and would in fact continue after he was moved from there, though the effects seemed to taper off somewhat and become much less violent.
Hesitantly leaving Jerry behind to run things, Lucas was swept off to Orre by way of Pewter City first, where he met temporary bodyguard Ricki Jace and with her discovered via a botched meeting with Interpol that even that agency might have been compromised by their enemies in Saffron. He nonetheless made it to a safe house in Agate Village, Orre, without further incident. While the peacefulness of the town was beneficial at first, it turned out that Lucas had far from left his troubles behind in Saffron. As the months passed, his condition worsened instead of improved, dealing again with pounding migraines and bouts of disorientation that would leave him with hours of lost time. Phone calls to Jerry helped to keep him grounded somewhat, but soon even those became mysteriously few and far between, and a slow building panic began to settle in as Lucas wondered if he was really beginning to lose his mind.
It was as this fear began to settle in that Jerry appeared though, the dwindling phone calls revealed as a result of Jerry having been traveling, mostly on foot, from Kanto, through Johto, over the sea by boat and then across the Orre desert to be with him. Joyously reunited once more, Jerry's presence seemed to be the trick to settling Lucas' mind and keeping the effects of what had been done to him at bay. The safe house became almost a vacation home as the two recuperated and fell back into comfortable old habits, even making a trip to spend December in Unova.
But disaster came again when they returned to Agate Village. The safe house had been compromised at some point during their absence, and men were waiting for them when they returned. The pair fought to get out, and in the struggle one of the attackers was killed. Reeling from fear and Jerry harboring guilt over the death, unaware that Lucas knew what had happened, the two raced out of Agate Village. On the run again and looking for safety and explanations, their break was over, and it was time again to delve into the investigation and determine who was at work in Saffron, and what Jerry's own family had to do with it.
