Flash City was an incredible oddity to the girl. The closest thing they had to something so... well... flashy in the Hoenn Region was Mauville City, and it was nowhere near as ridiculously over-the-top as Flash City. Though, from what she'd heard, they might reach that point eventually. Whatever. She didn't particularly like it, but it was a good place to be putting up posters. There were lots of people around. Then again, in a place as busy as Flash City, it'd be easy to miss someone like her mother. Her plan had pros and cons, like most plans. She was going to try and put them up everywhere she could, anyway, so like hell she was doing to skip Flash City.
Azalea, sitting on top of her head as usual, seemed fascinated with the city. She'd never seen anything like it. A couple times she tried to fly off and explore on her own, but each time Pepper had called her back and scolded her. It was too easy to get lost here. If the Swablu left her, there was a chance they'd never see each other again. It was too dangerous.
So they continued along that way, taping posters to anywhere it seemed like they might get a little attention. That proved difficult, since Pepper was only a little over five feet tall. Even standing on her tiptoes they ended up a little below eye level. The wind wasn't helping either. The paper flapped while she was trying to attach it to a nearby pole. Finally, it managed to escape her grasp. She tried to catch it, and in the process, spilled the rest of the papers all over the ground. They promptly flew off, riding the breeze away from their master.
"Excuse you!" she called out to them, angry that they'd dare disobey her, as if they were a Pokemon she was handling and not a sheet of missing posters she was trying to distribute. They ignored her and fluttered away, and her only choice was to chase after them.
