APPEARANCE
Louie is what you would call a "runt." Standing at a measly 5'2", he's not exactly the most developed for his age. It makes sense, though. He's always been quite the sickly boy, and it shows. He often looks very tired, even on his good days. He's pale, has poor complexion, and is quite skinny. Even his red hair is usually quite unkempt. He's quite the mess, really.
On top of that, he's almost always cold, so you'll rarely see him outside of a heavy sweater. Otherwise, he's always wearing layers and usually a soft hat. By appearance, you'd think he was dressed for the winter.
PERSONALITY
A bit of a wuss, really. Louie was never the courageous sort. He would always rather play it safe. His fretful mother made sure of that. Her constant worrying about his health all throughout his childhood only helped fuel the intensity of his anxiety. As a result, he's not exactly the most adventurous, nor is he a social butterfly of any sort. He's afraid of many things, especially Pokemon. In fact, he'd love to have nothing to do with them if it weren't for his family history pressuring him to become a Pokemon Trainer like his brothers and father before him.
Despite all that, Louie is a very kind boy. Regardless of his social awkwardness, he likes being around other people. His quite dependent, actually, and will definitely cling to you if you become his friend. He absolutely hates being alone. He is determined but easily discouraged. He has pretty low self-esteem and he can be quite the crybaby. But he hates dishonesty and tries his best to be friendly and polite. To avoid causing others to worry, he doesn't talk much about himself and tries to hide his problems.
Ambitions: Louie did have dreams once upon a time. Back before he grasped just how truly frail he was and before he was traumatized to the point of fearing all Pokemon--he used to have the same ambitions all to-be Pokemon trainers had. To beat the all the gym leaders and become a Pokemon Master. To catch all the Pokemon over all the regions. To become the most powerful and most famous trainer...
But dreams are for the physically fit, as Louie has long since realized. He no longer allows himself to believe in such fruitless things. If he's going to be forced to become a Pokemon trainer, then so be it. But no dreams or ambitions shall be involved in the process. That would only end in disappointment.
HISTORY
Louie spent all his life watching his three older brothers grow up and become great Pokemon trainers, just like their father. Once, he too thought he would do the same. But then he became sick, quite suddenly and mysteriously, when he was 6. With a mild heart condition, frail body, and crippling anxiety, it became clear rather quickly that Louie would never be able to do the things his brothers did. He developed much slower than they had, always being the smaller, less smart kid in his classes. He needed intervention and still barely passed.
As he got older, his condition became more stable, but still a constant worry. Louie's mother was fretful; he got his anxiety from her. She made a big deal out of everything, which didn't help Louie's case at all. On top of that, the youngest of his older brothers was a plain bully. He loved to tease Louie with his Fire type Pokemon, having them blast fire near him and scare him. One day the fire accidentally touched and burned Louie. The brother was thoroughly disciplined and Louie was thoroughly traumatized. Since then, Louie has been afraid of pretty much all Pokemon, but especially Fire types.
By the time Louie was a teenager, his brothers had all moved out. He lived alone with his mother, unable to figure out what he wanted or could do with his life. Even with his medical condition, there was still an expectation put upon him to become a Pokemon trainer like his brothers. So he finally resigned to his fate and went on the journey, not really sure what he was hoping to do or prove by doing so.
OTHER INFORMATION
Louie's medical condition is kind of strange and vague, but it's basically a heart condition that prevents him from doing anything too strenuous. Running is out of the question, and it's in his best interest not to get too worked up over anything. If he does push himself, he's likely to become out of breath and possibly faint. He has medication to take if he's feeling especially sick, but he prefers not to take it because it makes him drowsy.
Louie also has a long burn scar over his left arm from when his brother's Pokemon burned him.

Louie didn't have to worry about not waking up on time, because he hadn't slept at all. His anxiety about what was to come the next day had kept him up all night. Now he was tired and felt rather sick, which wasn't saying much--he always felt sick. He also always felt cold. He was strange that way. He got up and out of his room a little early. Maybe a walk around the city would calm him down before he had to go to the lab. His mother wasn't awake yet. All of Louie's brothers and his father had moved out, living their lives as independent Pokemon trainers. His father was a very famous and busy trainer, so Louie never saw him anymore. His two other brothers came and went seldom, wandering the globe with their strong Pokemon.
Of course, Louie knew that one day he would have to follow in their footsteps. He had just hoped he'd feel ready. He didn't. He didn't want to do this. He hated Pokemon. His brothers had always tormented him, scaring him with their Pokemon and causing him to develop a
phobia of them. His only comfort was their family pet, a Taillow. She was the least threatening Pokemon he’d ever met, and the only one he trusted. He took her out of her cage, sharing his breakfast with her, before getting dressed, packing a few essentials, and leaving his house for what could very possibly be the last time. It was warm that morning, but he still felt cold. He clenched the many layers of clothes over his body as he walked down the sidewalk. The streets of Flash City were quiet this early in the morning. It was a little eerie. Loneliness was a feeling he felt often since nearly his entire family left him alone in their house.
His anxiety was doing him no favors, either. His heart was pounding a mile a minute. He felt numb, trying with all his might to push away the anxieties and keep his breathing at a normal rate. But every time he thought about being given a Pokemon, it all just came back in a bigger, more violent wave. So that when he finally reached the lab, all he could do was stand at the doors and stare, too afraid to actually open them and enter.
