APPEARANCE Description: Xavier, for lack of any better descriptor, looks...normal. He has a plain face, and black hair and eyes. With his normal attire of basic suits, he could easily disappear into a crowd of people. Upon closer examination, he's slightly funny looking, but not in a bad way; he's got an off-kilter smile, and his hair is a little wild. If you were to pick him out of a crowd, you'd probably think he looked a little bit charming, in a quaint way.
He's always dressed cleanly, in clothes that are nice, but rarely flashy. The only indulgence he allows himself is the occasional necklace or chain, always gold, never overstated. He takes pride in his appearance, and the only place that doesn't show is his hair, which is impervious to his efforts to keep it under control. Xavier can always be found with a small smile on his face, regardless of how he's feeling on that particular day.
PERSONALITY Personality: Xavier is a great conversationalist, and is easy and quick to make friends. He doesn't really tend to let people close to him, as in his line of work, it's well-advised that you keep to yourself, and guard your true desires. On the inside, he's quite self-centered, in that he never truly does favors for people altruistically. He cultivates friendships with people who might be of some use to him in the future.
Xavier is reasonably fastidious about hygiene, so he's always clean, and he regularly gets spa treatments, a habit that those who know him well poke fun at him for. This tendency to keep himself always in order extends to his living arrangements; he owns a small apartment which is quite spartan, but always very clean and in order. He's got a reasonably large music collection, with hundreds of CDs and records. The only expensive article in the apartment would be the standing speakers and the high-tech record player hooked up to his entertainment system.
With his friends, Xavier is far more ebullient than he normally appears. He can frequently be found at the center of attention, relating a funny joke or interesting story.
Ambitions: If you asked him, Xavier would tell you that he wants to get enough money to live comfortably off of, but inside his heart, what he really wants to do is run a successful restaurant. He's never been one to pay much credence to the desires of his heart, however.

HISTORY
History: Xavier Wulf was born to a Reavis and Emily Wulf, in the Orre region. He was kind of unambitious as he grew up, but his parents wanted him to be successful, so they pushed him to do well in school. Xavier had some aptitude, but he didn't really pursue it very much, preferring to spend more time hanging out and goofing off with the few friends he had to studying diligently. His friends, however, had been spending their time saving up bits of money, and when they all finally grew to a decent age, many of them left the arid Orre region for greener pastures (literally and figuratively). Xavier, being only reasonably qualified for a job, was only able to subsist on what little income he had.
He didn't do much from the ages of sixteen to eighteen until he tried to purchase a used motorbike. He had to take out a risky loan, and ended up in debt to some shady people. It was at this time, that his father left his mother, and also left Orre. With only his mother's income, and a heavy debt over his head, Xavier sought to join Team Cipher, the biggest criminal organization in the region.
It is here that Xavier came into his own; he was used as a spy and a thief, breaking into the offices and homes of important people around Orre, and giving valuable information to his higher-ups. Over time, he grew to be valued as an asset and a spy. But, he never really bore Cipher much loyalty; when Cipher ran into disaster, he surreptitiously embezzled some money from their accounts and fled to Unova, where his esoteric skill set and his underworld connections brought him right back into criminal activity. He's a simple barista on the surface, working at a small coffee shop, but in his spare time, he'll perform most any manner of illegal activity...for the right price.

It was many thousands of years ago. Long before the advent of advanced technology. Humans lived in a realm of superstition. Legends abounded, of witches, lycanthropes, and other magical beings. Few of them panned out, many were just the cause of mass hysteria, and religious zealotry. This was a simpler time, when simpler forces were needed to protect the populace. The Blades, as they called themselves, dedicated themselves to rooting out the creatures of the night and forcing them back into the hell they crawled out of. They found little of this, except from the tribe living deep in the mountains. They were a withdrawn sort, gaunt. They brought their trade and their livestock to the towns, and they talked little. Their all were heterochromic, one eye red, the other a natural color. This was but a harbinger of their true nature.
“Between the lines, of dead language tongues, before the dawn, our hearts they shall hunt...”
They had been geographically separated from actual humans from time immemorial, and at some unknown time in the past, long after diverging from them evolutionarily, encountered them again. Changes in their body made them into very efficient predators, and silently, they began to prey upon these weaker beings. Their isolation had made them into masters of the killing craft, having to hunt dangerous animals in order to survive. They came into direct conflict with the Blades, leading to a long and drawn out war known as the War of Hell's Gate. The vampires had reorganized themselves into a hierarchy, worshipping a Blood Tyrant, one who was meant to lead them into glory and the subjugation of the lesser races. This was Konstantin. Born into a noble family, he soon proved himself to be the most prominent hemomancer in centuries. He single handedly cut down legions of marauding soldiers, cruelly drawing the warm ichor from their bodies, revelling in it, glorying in his conquest.

It seemed that the war would go to the vampires, they slowly encroached upon the inner territories of the Blades' theocratic empire. It was then that the Blades fulfilled a prophecy, that they would be the ones to purge the Earth of a great evil. They opened a great vault, in the bottom of their largest, city-wide cathedral. In their hallowed halls, they drew out their most powerful weapons. A set of 10 weapons handed down to them, it was said, by angels, many years ago. Forged of immaculate silver, and with slivers of the celestial metal alloyed with the precious silver, these weapons were handed to their most powerful warriors, warriors who were able to wield the power of the light. The only one amongst the vampires capable of fighting these ordained demon slayers was Konstantin himself. He fought valiantly, as his kin and his people were cut down around him. They forced him back to his own castle, and put it under siege.
“Into the tower, never go, the horrors multiply...”
As they pushed into the main castle, and fought with the vampires royal guard, the Blades were so assured of their own victory, that upon slaying last one, they marched confidently into the castle. They weren't on guard, there was only Konstantin left. The last of his kind. He had led his people into destruction. The Blades' religious fervor had many any attempts at peace worthless, they would not accept such monsters into their favor.
“Gears can mince the strongest ones, leaving heroes, paralyzed...”
The tower was a hellish gauntlet, designed as a contingency in the case of such an invasion. The halls were narrow, and filled with deadly traps. Few could enter, and many fell. The greatest of the Blades' ranks, the 10 heroes, fell slowly to Konstantin's hand. There was no chance of the vampire's victory, but his own anger and his desire for vengeance, revenge for the utter destruction wrought upon his people, drove him. Finally, the perseverance of his enemies led them to his chambers, where they fought non-stop for 3 days and nights. Only 4 of the heroes remained when they entered Konstantin's sanctuary, only one left it with his life. The holy lance, Sieglinde, driven into his chest, sealing him away. His corpse, placed into a coffin of the purest silver, and sealed deep within a labyrinth, far beneath the Earth.
“What don't kill you, make ya' more strong...”
One can become attuned to the even the harshest of treatments. You can adapt to a shortage of oxygen, and a consistently low water supply. Over the years, Konstantin's body slowly consumed the lance, drawing its' protective and demon-slaying abilities into his body. While excruciatingly painful, and a many millenia long process, it removed the vampire's only true weakness. It bolstered his bones, and slowly, but surely, purified his black heart. The desire for vengeance replaced, his anger removed. All that left was pure, almost religious, determination. Awakening, many years later, he looked down, only to find the hilt of Sieglinde the only part still remaining. Standing, he felt much much weaker than he was prior to the War of Hell's Gate. His powers had been greatly diminished by his near-death, and his physical inactivity for thousands of years. He marched out of the labyrinth, and found himself in a new world.
“You rise, you fall, you're down then you rise again.”
With this newfound life, came the thirst. He sensed many powerful beings around him, the world had truly changed. He'd have to tread carefully, if he wished to make the world fear the vampiric threat once again. Or he could succumb to the influence of the holy steel, and become mankind's most fervent defender.

Personality looks good and could probably be expanded on a little, but history needs a little more work before it's ready. It could use a bit more padding and detail, but the one thing that sticks out to me is that Cipher wasn't widely known to exist - no one knew about them beyond their own members and informants before Wes turned on them, and while they were admittedly a bit more brazen during their second attempt to take over Orre the team had still clung rather heavily to the shadows as their Grandmaster had not been arrested during Wes' betrayal. Basically, no one knew they still exist apart from their own members and informants - if he's going to join the team, you'll need to explain how Xavier knew about them or how he gained the means to contact them. They'd been extremely cautious, and for a recent high school graduate to simply know about the current incarnation of Cipher and how to reach them seems a bit much. Once that's cleared up staff will take another look.
